Very good! It is not the need for the step that makes this exercise so important. It IS the need for an older dog to know HOW to do a 'Step-Hup' and 'Step-off'. This exercise is about teaching a puppy to follow a set of specific instructions, to do ONLY what is commanded, when commanded. So, this exercise is a lesson in control. And an owner will use it 1000's of times in the course of their dog's lifetime.
